Development of Investment Case for HIV/AIDS, TB and Malaria Programming

Description of the Project:

The Adamawa State Government had increasingly demonstrated its commitment to addressing the overall development and health indicators of the state. To augment its political and financial commitment to improving health outcomes in the state, it resolved to pursue additional funding from The Global Fund, bilateral and multilateral organizations. The intervention supported the state to develop a business case that it will present to The Global Fund and other potential donors as justification for investing in the state’s effort at addressing HIV and TB.

The objective of the project:

  1. Develop a state HIV and TB program investment case as a tool to attract development partners’ investment in the state

Interventions: PGS provided health financing, resource mobilization and political economy analysis expertise to support the state to develop the investment case. The intervention included desk review of all applicable literature, the development of survey instruments and the conduct of several focus group discussions. PGS conducted a scoping visit to Adamawa state and met with key HIV and TB actors in the state including the state government and the relevant Ministries, Departments and Agencies; HIV and TB implementing partners; HIV and TB services providers; Civil Society Organizations, and beneficiaries.  PGS also consulted with the Nigeria Country Coordination Mechanism (CCM), for guidance and advice for the inclusion of Adamawa state as part of the next funding review window or request. Working closely with the Adamawa State government, PGS successfully convened in Abuja, a meeting of key officials of the Nigeria Country Coordination Mechanism (CCM) of The Global Fund, Federal Ministry of Health as well as Senior members of the Adamawa State government. The information collected from the various sources was triangulated for accuracy and was used for the development of the Investment Case.
