Description of Project:

The purpose of the contract/consultancy was to conduct capture activities on behalf of FHI 360. As a part of this assignment, PGS gathered relevant information and market intelligence through meetings with local stakeholders and gathering key documents and data, to inform project design and proposal preparation for the upcoming USAID/Nigeria IHP follow-on activity that was expected sometime between October 2023 and March 2024. As a final product, PGS produced a situation analysis report which answered the key capture topics/questions and produced both a narrative report and summary report to brief the proposal team.

 

Interventions: PGS conducted the assignment at the Federal and State levels in Ebonyi and Kebbi States as well as the Federal Capital Territory. The PGS analyses provided clear and accurate information on several separate but related issues including:

The current status of and implementation challenges for major government initiatives for RH/FP, MNCH, malaria, and nutrition systems and services in Nigeria, including (but not limited to) the RMNCAEH+N Quality of Care initiative, the NPHCDA Technical Support Program, CHIPS Programme, Community-Based Research, Innovative Training and Services Programme (CRISP), and the Basic Health Care Provision Fund and national and state health insurance/contributory programs.

  1. Stakeholder perspectives and influences on the current IHP activity, including areas of success, weaknesses, and lessons learned. Include specific evidence as available.
  2. The different stakeholder perspectives on what should be the objectives and key activities of the IHP2 project.
  3. Identifying key stakeholders the IHP2 project should work with, and notes on why:
  4. Summary of current and recent donor-funded activities (especially USAID) at the federal-level and in the target states.
  5. Describe the USIAD/Nigeria current international and local partners and their project performance and client satisfaction, strengths and weaknesses, competitive advantage, geographic coverage, reputation, evaluation reports, capacity to prime or sub on upcoming bid, and other relevant information that will inform partner and competitor profiles.
  6. A summary of stakeholder perceptions on the strengths and weaknesses of FHI 360, and FHI 360’s competitive advantage vis-à-vis other potential bidders.
  7. Identify key sources of data that are available and of sufficient quality to be used to inform project design, including data on population health, health service availability and utilization (community and facility, public and private), service quality, health infrastructure, HRH, supply chain, fiscal space analysis and health financing.
